Supervises: None
Purpose of the position: To receive request for bids (RFB), project plans and scope of work documentation, review and prepare cost estimates that ensure scope of work contained in the RFB has been covered and company’s targeted profit margins met. The Estimator will follow projects through completion and participate in close-out meetings to ensure feedback is reflected in future estimates.
Knowledge, Skills and Abilities: Requires previous concrete and/or masonry estimating and material take off experience, bachelor’s degree in an engineering or construction management curriculum and a minimum of five years of progressively more complex estimating experience. High degree of computer literacy and excellent written and oral communication skills also required. Field construction supervision desired, but not required.
Goals: To complete estimates timely and precisely, identifying clearly the estimated cost of any contingencies and the targeted overhead and profit margin. Meet the company’s targets for projected profitability.
Authority: This position has the authority to request bids from suppliers to support cost estimates and make decisions regarding construction orders and techniques for purposes of estimating costs of projects.
Responsibilities include but are not limited to:
1.
Pre-Bid Activities
a. Receive estimating assignment from the Chief Estimator.
b. Review plans and scope of work noting any questionable design issues
or incomplete details. Review the project and any unusual or new items
with the Chief Estimator in a timely manner.
c. If necessary, submit a Request for Information (RFI) in writing to the
general contractor or architect to clarify the bid documents.
2.
Bid & Follow-Up Activities
a. Use established software to prepare the cost estimates for assigned
projects.
b. Request additional information from general contractors, price quotes
from suppliers, and use the cost database to obtain costs for materials
and supplies not bid by suppliers.
c. Structure the job estimate to fit into the T&T Construction job cost
structure.
d. Continually track and follow up on submitted bids until a final resolution is
determined.
e. Assist management in final project negotiation.
3.
Bid Award, Construction & Completion Activities
a. Receive and review project contract, address any inconsistencies, forward
the contract to the President for review, and schedule project hand-over
meetings.
b. Prepare a bill of materials report, identify suggested suppliers and pricing,
prepare and review a schedule of values with the Chief Estimator.
c. Prepare a buy-out package for the Project Manager and the Purchasing
Department.
d. Complete or provide input for large change orders and contract disputes.
e. Continually review project job-cost reports, make notes of items of
importance and bring any large discrepancies to the attention of
management.
f. Assist in scheduling and attend project close-out meetings.
